[xmlsec] revert preset configuration for mingw*

Hi,

I did not succeed to restore to reliable state my old mingw build 
environments. Instead I setup a new for cross compilation. It is based 
on centos 7 with mingw 4.0 , gcc version 4.9.3 20150626 (Fedora MinGW 
4.9.3-1.el7) ,  ltdl build my self from source, wine-1.8.6 for tests and 
configuration "./configure --enable-pkgconfig  --host=x86_64-w64-mingw32".


Only 0001-revert-preset-configuration-for-mingw.patch is enough to build 
and run the tests.
