[xmlsec] revert preset configuration for mingw*

Hint for tests:

$ LTDL_LIBRARY_PATH="`winepath -w src/openssl`;`winepath -w src`"
$ export LTDL_LIBRARY_PATH
$ make check

Only enc report failure but this seems to me is due to eol conventions: 
<CR> vs <CR><LF>.
