[xmlsec] xmlsec 1.2.26-rc1

The XML Security Library 1.2.26 release candidate 1 is published
in the usual place:

This release includes the following changes:
* Added xmlsec-mscng module based on Microsoft Cryptography API: Next
  Generation (vmiklos).
* Added support for GOST 2012 and fixed of CryptoPro CSP provider in
  xmlsec-mscrypto (ipechorin).
* Added LibreSSL 2.7 support (vishwin).
* Upgraded documentation build process to support the latest gtk-doc.
* Several other small fixes


Please take a look and let me know if there are any issues.
If everything goes well I plan to publish the release on June 5th.
