[xmlsec] version.h generation on Windows

Ah yes, I tried to build from a git checkout. Copying over version.h
from my Linux checkout solved the problem, thanks.

Next is some fairly trivial changes to make the code actually build with
Visual Studio 2015, I'll submit a PR in a bit.
