[xmlsec] XMLSec initialization

Hello!

The support of the GOST crypto algorithms in xmlsec-openssl is available if
xmlsec is built with the "--enable-gost" instruction. But we should load an
engine providing GOST algorithms to use the openssl GOST implementation.

So will any error occur during the intialization if I use xmlsec built with
GOST support but the openssl does not load the GOST engine?
