[xmlsec] Signing over multiple files

Issue is not related to compiler. May be configure fail to create config.h.

$ wc -l config.h
129 config.h

$ grep -w PACKAGE config.h
#define PACKAGE "xmlsec1"

I guess you use "standard" build process:
$ ..../configure  ...
$ make
