[xmlsec] Disable the need for gnutls

Hello,

I am attempting to build xmlsec1-1.2.16 on Red Hat 5u5 x64. I am getting
this error:

checking for gnutls libraries >= 2.8.0... configure: error: You need at
least gnutls 2.8.0 for this version of xmlsec1

After this, configure aborts, and I cannot build.

On Red Hat 4u6 x86, I can build fine, but gnutls is not on the machine
at all:

checking for GNUTLS... Package gnutls was not found in the pkg-config
search path.

Perhaps you should add the directory containing `gnutls.pc'

to the PKG_CONFIG_PATH environment variable

No package 'gnutls' found

no

checking for GNUTLS... Package libgnutls was not found in the pkg-config
search path.

Perhaps you should add the directory containing `libgnutls.pc'

to the PKG_CONFIG_PATH environment variable

No package 'libgnutls' found

no

checking for gnutls libraries >= 2.8.0... no

This seems inconsistent to me. How can I make the x64 build complete? I
would rather not get gnutls for 64-bit, since it is not needed for
32-bit.

Thanks,

-Tom
