[xmlsec] New xmlsec 1.2.13 release

The new XML Security Library 1.2.13 release available at
the usual place:

    http://www.aleksey.com/xmlsec/download.html

This release includes support for C14N version 1.1 and
*requires* LibXML2 version 2.7.4 or greater.
