[xmlsec] New xmlsec 1.2.11 release

The new XML Security Library 1.2.11 release available at the usual place:

    http://www.aleksey.com/xmlsec/download.html

It includes the following changes:

     * Mingw port (Roumen Petrov).
     * Better support for non micorsoft CSP's (Wouter and Ed Shallow).
     * Numerous bug fixes.
