[xmlsec] src/openssl/signatures.c: custom EVP_MD

Greetings!

What for was the EVP_MD xmlSecOpenSSLDsaMdEvp introduced? It seems to be
identical to the result of EVP_dss() function for openssl 0.9.6 or
later.

It seems to be unnecessary and can be removed.
