[xmlsec] Openssl OK - mscrypto NOT

Hi Aleksey,

  When using public certificate for encrypt with mscrypto, cert type must be
CertDer (i.e. type 8). It doesn't like CertPem. No problem. No need to go to
Pkcs12.
