[xmlsec] XML Security Library 1.2.8 release

Unfortunately, the merging of OO.org patch for xmlsec-nss is
not finished because after applying OO.org patch a large number
of xmlsec regression tests fail. I believe, Andrew was planning
to look at this. Meantime, you still have to use *some* patch
for building xmlsec in OO.org.
