The instructions for compiling are in win32/readme.txt in the source 
tarball. But...

The binaries you have seen are not tested on non-NT. That doesn't mean 
that they don't work there. Just try them.

If the provided binaries don't work, merely recompiling them on another 
Windows incarnation isn't likely to help. You'll most certainly have to 
modify the source in that case.
