[xmlsec] xmlsec1 man page problem

Or even better: I can check for help2man from ./configure script and 
either copy man files from
distribution to build area or generate them "on the fly". I like that 
idea but I am not sure I would be able
to look at this till next week. Is it OK with you? If so can you file a 
bug about that so it wouldn't be lost :)
