[xmlsec] variable expansion problem in config data

In xmlsec1-1.2.2, some variables in xmlsec1-config, xmlsec1.pc, etc. 
aren't being expanded:

   LIBXML_CONFIG
   LIBXSLT_CONFIG
   LIBXML_MIN_VERSION
   LIBXSLT_MIN_VERSION

I'm not sure how to debug this.  The last working version I used was 
xmlsec1-1.1.1.  Any help would be appreciated.
