[xmlsec] XML Security Library 0.0.15 release

  The new XML Security Library 0.0.15 release is a preparation
for the upcomming 1.0.0 release:

    * Include files on Unix are moved from "${prefix}/include/xmlsec"
       folder to "${prefix}/include/xmlsec0/xmlsec" folder. This should be
       transparent for all applications that use "xmlsec-config" or
       "pkg-config" flags to determine xmlsec include files location.
       If you hard code xmlsec includes path in the Makefile
       then you need to update it.
    * Updated expired certificates for the regression test suite.
    * Fixed minor bug in reading binary keys on Windows.
    * Build machine is upgraded to RedHat 9.0. From now on all
       RPMs are built with OpenSSL 0.9.7 and gcc 3.0.  The support
       for OpenSSL 0.9.6 is not removed from source files but the
       library is not tested with OpenSSL 0.9.6 anymore.
