[xmlsec] XML Security Library 0.0.14 release

Almost a month from previous release, several minor bug fixes and
"unlucky" version number are good reasons for a new release :)

XML Security Library 0.0.14 release includes several minor bugfixes in
reference URI processing, binary transforms processing and xmlsec
command line utility. The release is available for immidiate download at
