[xmlsec] xmlsec on Windows CE

Actually, I have no idea. XMLSec and the libraries it depends
on (libxml, libxslt and openssl) require only standard C compiler.
I guess there is one for Windows CE so there should be no problem.
However, I've not heard about anyone using xmlsec on Windows CE
so you mileage may vary.
