[xmlsec] Download XMLSec 1.2.12

Hi,
I need to download Windows binaries for 1.2.12 and need to know if the
artifacts hosted at [1] are correct.

The reason for asking is that the XMLSec artifact name is mentioned as
libxmlsec-1.2.11+.win32.zip<http://www.zlatkovic.com/pub/libxml/libxmlsec-1.2.11+.win32.zip>
