[xmlsec] myw32make.bat permissions

Hi,

This is minor, but myw32make.bat has execute permission set. Any executable script must
start with #!... under Debian policy, so I have to change the permission or exclude the
file from the package (I'm doing the latter). It's not a big deal other than I'd like to
avoid special processing that will have to be updated when files get moved or renamed in
future releases. Since Windows doesn't have execute bits, perhaps there is no harm in
correcting this upstream.
